In partial modification of the circular vide Memo no. 2-Sc/Apt, dated- 06/01/2020, the undersigned, by the direction of the appropriate authority in the Directorate of School Education, West Bengal, has to inform all concerned that henceforth only the following papers are required to be submitted for seeking NOC/Permission To appear in any examination interview for other service(s).


  1. Prayer of the employee specifying the name of the post, Adv. Controlling Officer.


  1. Self-attested photocopy of the Adv. of appointment.


No. etc. duly forwarded by the


  1. Vigilance clearance Certificate from the competent authority. 

  2. Certificate from the competent authority whether departmental proceedings against the concerned employee have been initiated or not. 

  3. Self-declaration about the matter noted on the point no. (c) and (d) above.


The above is valid for regular govt. employees under the administrative control of this Directorate only.

  10C Section regarding teachers' transfer (Supreme court order) Relief of teachers transferred away in teacher transfer case in Supreme Court.  The court said that before the implementation of Section 10-C of the Teacher Recruitment Act in the state, those employed are not covered by transfer.  During the hearing of this transfer case on Monday, the court asked the state why the working teachers were transferred 200 km away (Kolkata to Murshidabad)?  The court observed, 'There are many women in this profession.  So this is how we are thinking about the transfer. The Supreme Court said as an interim order during the hearing , that the teachers who have been transferred to neighbouring areas can continue teaching.  Rest of those transferred away can wait for further instructions.  However, those who have joined the job after the introduction of Section 10-C, are not getting any relief for now.  The state has been directed to submit an affidavit within the next 4 weeks regarding

______________New Update_______ Intra and inter District Transfer list The first list of all the primary teachers who have applied for transfer to The Commissioner of School Education in Bikash Bhavan since last December, 2021 has been published. The instructions in this list are as follows: "The Undersigned is directed to inform that the School Education Department in principle has no objection to the inter/intra district transfer of the Primary School Teachers as included in the attached list(s). The concerned authorities are hereby requested to take necessary action accordingly. In case of any discrepancy, the Chairpersons of the District Primary School Council and the District Inspectors of Schools (Primary Education) shall bring it to the notice of the School Education Department.   A memorandum regarding Admission has been published on 25/11/2020 from School Education Department (W.B.) in Banglar Shiksha Portal. The issues mentioned in this memorandum are briefly discussed here. Admission rules in Schools for Elementary Classes According to the RTE Act 2009, all children between the ages of 6 and 14 must be admitted to a suitable class in a neighborhood school. Primary education, including pre-primary education, will be provided free of charge. It has been decided that admission in primary class including pre-primary class will be admitted through draw of lots if the number of candidates admitted in any one class exceeds the number of seats available for admission. Sekhar setu ( শেখার সেতু ) for primary school

  Educational institutions in West Bengal were closed for two years due to the pandemic. It has finally been opened to students in primary schools from February 2022. But the education department has brought a special bridge material to fill the gap of two years of study for the students. This bridge material has the concept of important topics of the previous two classes. This bridge material is named " Shekhar setu" (শেখার সেতু) . Calculate the arrears of DA of West Bengal government employees and teachers

On 20th May, the Calcutta High Court directed the state government to settle the arrears of DA of West Bengal state government employees within 3 months. Now the difference between the DA of state employees and central government employees is 31%.  The Calcutta High Court has given a historic verdict in the DA case. State government employees have returned the smile on their faces. The High Court's decision in the original case was based on the Fifth Pay Commission. The more the central government raises the DA, the more the state government employees lag behind. As a result, the pay gap between central and state government employees has widened. The central government implemented the seventh pay commission from January 1, 2022. Now central government employees are getting 34% DA of their basic salary.
