The applicant should go to ‘https://osms.wbsed.gov.in’ or https://banglarshiksha.gov.in/utsashree/page/intra_ehrms/teacher_transfer_sec/teacher_transfer_login.php to submit his application for transfer. 


Online General Transfer process on Utsashree Portal (Primary School Teacher)




The steps required to login to the system mentioned below –

  •  OSMS Type – PRIMARY for primary school teacher.

  •  After selecting OSMS Type then the applicant selects his/her school’s district and circle from drop down menu.

  •  Then he/she can enter his/her unique ‘8 Digit’ employee code.

  •  After that the applicant will be able to give his PAN number.

  •  He/ She needs to enter the captcha code for security reasons.


  •  After verifying all the data, he will get an OTP in his registered email & mobile.

  •  After submitting the OTP to the system, the applicant can successfully log into the system for transfer.


After successfully login he can view the dashboard .



  • In the Dashboard he/she got a mutual transfer menu along with his details such as – i-OSMS code, Gender,School Name, School Category, District Name and Circle Name.


Self-Initiated Transfer: -

 There are two type or transfer – 

(1) Inter District and 

(2) Intra District, 

Applicant to choose any one category.


 The procedure of these two types of transfer is quite similar.


Inter District transfer (Other District): 


  • At first applicants download guidelines for teacher transfer, read and follow the instructions carefully.

  •  Then he/ she can choose the transfer type – Intra / Inter District transfer.

  •  The applicant can add more rows to choose more schools for Inter District transfer .

  • In this form the teacher can modify and update his/her choice until finalizing the application.

  •  Should check PTR for each and every school. The school with low PTR should be avoided.

  •  Applicant can select a proper reason ("MEDICAL REASON SELF","MEDICAL REASON OTHERS","OTHERS","PHYSICAL HANDICAPPED"," FEMALE TEACHER SERIOUS INCONVENIENCE","TEACHER OF AGE 57 AND MORE AND WILLING FOR HOME DISTRICT POSTING") from drop down menu .  

Ex –if the applicant chooses ‘MEDICAL REASON SELF’ then he/she selects disease from the drop down menu and upload necessary supporting documents for that. 

  •  Applicants can select the proper option from the drop down for – previously he received any transfer order in present school and present post or not.

  •  Applicants can select the proper option from the drop down for – whether he/she got any suspension from department/DP/financial irregularity against him/her. If it is YES then this application will not be processed further.

  •  Applicants can select the proper option from the drop down for – spouse’s working place.

  •  Applicants can clarify distance in-between school and permanent address with supporting documents. 

  •  Applicants can select the proper option from the drop down for – previously he received any refusal under general from the department or not.

  •  Applicant to upload supporting document as mentioned in jpg or pdf format (size 200 KB max)

  •  Children details and “FEMALE TEACHER SERIOUS INCONVENIENCE” reason only for female applicants .

  •  TEACHER OF AGE 57 AND MORE AND WILLING FOR HOME DISTRICT POSTING this reason only for 57 years applicant.

  • After successfully filling with proper data applicants can update it until finalize.

  • After successfully finalizing the data it cannot be edited further. Teacher can view his/her entire form with details, uploaded documents along with a unique self-transfer proposal id.

  •  A confirmation email is automatically sent to SI and applicant through the system.

  •  Intra District is the same as Inter District transfer .


Intra District transfer (With in the District): -

  •  Applicants can add more rows (maximum 3) to choose more schools within his/her district, but cannot choose a school within his/her circle.

  •  Should check PTR for each and every school. The school with low PTR should be avoided.

  •  In this form the teacher reviews the selected district from the applicant 's end, it will be updated one or more than one time until finalizing the application.

  •  Applicant can select a proper reason ("MEDICAL REASON SELF","MEDICAL REASON OTHERS","ANY OTHER REASON","PHYSICAL HANDICAPPED","FEMALE TEACHER TRANSFER GROUND","TEACHER OF AGE 57 AND MORE AND WILLING FOR HOME DISTRICT POSTING") from drop down menu (see Fig – 15 and 16). 

Ex – if the applicant chooses ‘MEDICAL REASON SELF’ then he/she selects disease from the drop down menu and upload necessary supporting documents for that. 

  •  Applicants can select the proper option from the drop down for – previously he received any transfer order in present school and present post or not.

  •  Applicants can select the proper option from the drop down for – is he/she got any suspension from the department or court case pending against him/ her or not. If it is YES then this application will not be processed further.

  •  Applicants can select the proper option from the drop down for – spouse’s working place.

  •  Applicants can clarify distance in-between school and permanent address with supporting documents. 

  •  Applicant to upload supporting document as mentioned in jpg or pdf format (size 200 KB max)

  • Applicants can select the proper option from the drop down for – previously he received any refusal under general from the department or not.

  •  After successfully filling it with proper data applicants can update it until finalize.

  •  After successfully finalizing the data it cannot be edited further. Teacher can view his/her entire form with details, uploaded documents along with a unique self-transfer proposal id.

  •  A confirmation email is automatically sent to SI and applicant through the system.

Marks system for Online General Transfer

Distance in kilometers from the place of residence and to the place of posting

recorded in the Service Book will be taken into account for awarding 1 (one) marks for every 50 Kms distance.


NB:- 

1.Any change in the Service Book in this regard will be required to be supported with any one of the following documents in the name of the applicant or his/her spouse.

  •  EPIC (Voter Card)

  •  Aadhaar Card 

  • Passport 

  •  Landline or postpaid bill mobile telephone 

  •  Electricity bill 

  • Bank Passbook 

  •  Driving License.


2.Distance calculated by the CSSC will be final and no appeal for fresh calculation will be entertained.


5Age of the applicant

(i) Upto 40 years: 1 mark

(ii) 41 years to 50 years: 2 marks

(iii) 51 years and above : 3 marks




















NB- In case of two or more incumbents securing the same marks, applications filed earlier shall get priority.

Online General Transfer on Medical Ground:

Online general transfer criteria are mentioned …...

"Any teacher or non-teaching staff or his/her son/ daughter or spouse suffering from malignant diseases, heart diseases, renal failure, thalassemia, replacement of organ, serious gynecological disorder or physically disablement of 60% or more or to assist in proper treatment of self or his/her son/daughter or spouse."


Guidelines to applicant of Primary School seeking transfer



Please follow the following instruction for filing online application on Utsashree portal:

1. You first Register/Login to the portal using your registered mobile no., email etc.

2. Please be careful while submitting information or supporting documents to the portal. 

Using any false, fabricated information for availing transfer will attract penal proceeding.

3. If you satisfy the following conditions, you may apply for transfer to three schools of your choice :

(i) Applicant has to be confirmed in service.

(ii) Only after 5 years of completion of satisfactory service in particular school and particular post, transfer application may be initiated.

(iii) No application for transfer shall be entertained if applicant intends to get transfer in a school within the same circle.

(iv) After completion of 59 years of age the applicant transfer should not be initiated /entertained.

(v) After 5 years of completion of last transfer, applicant will be eligible to initiate a fresh transfer application.

(vi) In the case where the applicant has refused to carry out the transfer order, the applicant will not be allowed to apply for transfer before completion of 7 years from the above refusal.

(vii) In case applicant is under order of suspension, or disciplinary proceeding or judicial proceeding is pending or contemplated against the applicant, the 

transfer application will not be proceeded with.

Here is exception to the above conditions:

The above restrictions of (i), (ii), (iii), (v) and (vi) are not applicable for the applicant seeking transfer on grounds mentioned in (a) to (d) below. 

In other words, if you suspended, or disciplinary proceeding or judicial proceeding is pending or contemplated against you and in case, if service tenure left is less than one year, in such case, no transfer application, on whatever reason, shall be entertained.

4. You may apply for transfer on the following grounds:

 (a) Any applicant or his/her son/daughter/spouse suffering from malignant disease, Heart disease, renal failure, thalassemia, replacement of organ, serious gynecological disorder which caused serious problems in attending the school .

 (b) PH certified by competent authority (40% and above)

 (c) Female teachers facing serious problems in attending the school due to divorce or death of their husbands.

 (d) Teacher of age 57 and more and willing for home district posting.

 (e) Any other reasons

5. As transfer shall be made in the available vacancies (which are not reported for selection), while exercising option for three schools, you may like to consult PTR of the school (available in 

the portal), where you intend to go.

6. You will be able to edit applications till finalization. Once submitted, it will be locked at your end.

7. Other key points:

I. Your application and grounds mentioned therein must be accompanied by the supporting documents which are to be uploaded while submitting the application.

II. Your application on medical grounds is required be examined by concerned 

office of the CMOH. 

III. Applicants having problems as mentioned in para 4(a) to (d) above, shall be considered as a preferred category for transfer.

IV. You must realize that your noble service to the institution is key factor for 

growth of students. As such to save the interest of the institution, the authority

will see your requirement in respect of PTR of school. However, as already 

informed, keeping the nature of the problem a teacher is facing as mentioned in 7(III) i.e. grounds at 4(a) to (d) above, such exercise of considering PTR of present school may be dispensed with while considering such applications.

V. In other grounds transfer (as mentioned in 4(e)i.e. seeking transfer other than grounds mentioned in 4(a) to (d)), if more than one application for a single vacancy is received, meritorious consideration on calculation of points shall be done as per chart given in the transfer rules.
