The West Bengal Central School Service Commission (WBCSSC) is entrusted with the task of issuing recommendation letters for transfer of teaching and non-teaching staff through the "UTSASHREE" portal since August 2021. In the past one year, WBCSSC has transferred more than 19000 teaching and non-teaching staff (general transfer only) apart from Mutual Transfer. However, there are grievances as well on the part of the applicants. The main reasons behind such grievances can be classified into the following heads:


1. Delay in getting recommendation at WBCSSC end.

2. Sending back of applications to the Dls from WBCSSC.

3. Rank related issues.

4. Others.


The present portal is being launched to address such grievances of applicants to ensure a more transparent and smooth functioning in respect of 'Utsashree-related work. Please register your grievance by clearly mentioning:


a) Your employee Id

b) Transfer application code

c) Mobile Number

  10C Section regarding teachers' transfer (Supreme court order) Relief of teachers transferred away in teacher transfer case in Supreme Court.  The court said that before the implementation of Section 10-C of the Teacher Recruitment Act in the state, those employed are not covered by transfer.  During the hearing of this transfer case on Monday, the court asked the state why the working teachers were transferred 200 km away (Kolkata to Murshidabad)?  The court observed, 'There are many women in this profession.  So this is how we are thinking about the transfer. The Supreme Court said as an interim order during the hearing , that the teachers who have been transferred to neighbouring areas can continue teaching.  Rest of those transferred away can wait for further instructions.  However, those who have joined the job after the introduction of Section 10-C, are not getting any relief for now.  The state has been directed to submit an affidavit within the next 4 weeks regarding

______________New Update_______ Intra and inter District Transfer list The first list of all the primary teachers who have applied for transfer to The Commissioner of School Education in Bikash Bhavan since last December, 2021 has been published. The instructions in this list are as follows: "The Undersigned is directed to inform that the School Education Department in principle has no objection to the inter/intra district transfer of the Primary School Teachers as included in the attached list(s). The concerned authorities are hereby requested to take necessary action accordingly. In case of any discrepancy, the Chairpersons of the District Primary School Council and the District Inspectors of Schools (Primary Education) shall bring it to the notice of the School Education Department.   A memorandum regarding Admission has been published on 25/11/2020 from School Education Department (W.B.) in Banglar Shiksha Portal. The issues mentioned in this memorandum are briefly discussed here. Admission rules in Schools for Elementary Classes According to the RTE Act 2009, all children between the ages of 6 and 14 must be admitted to a suitable class in a neighborhood school. Primary education, including pre-primary education, will be provided free of charge. It has been decided that admission in primary class including pre-primary class will be admitted through draw of lots if the number of candidates admitted in any one class exceeds the number of seats available for admission.   Educational institutions in West Bengal were closed for two years due to the pandemic. It has finally been opened to students in primary schools from February 2022. But the education department has brought a special bridge material to fill the gap of two years of study for the students. This bridge material has the concept of important topics of the previous two classes. This bridge material is named " Shekhar setu" (শেখার সেতু) . On 20th May, the Calcutta High Court directed the state government to settle the arrears of DA of West Bengal state government employees within 3 months. Now the difference between the DA of state employees and central government employees is 31%.  The Calcutta High Court has given a historic verdict in the DA case. State government employees have returned the smile on their faces. The High Court's decision in the original case was based on the Fifth Pay Commission. The more the central government raises the DA, the more the state government employees lag behind. As a result, the pay gap between central and state government employees has widened.
