Problems of Transfer of Single Subject Teacher for Utsashree portal's General Transfer

The Utsashree portal was launched on 31st July. From 2nd August, teachers started applying for Online General Transfer and Online Mutual Transfer on Utsashree portal.

Before the gazette notification was published, many teachers received General Transfer or Mutual Transfer through Utsashree portal. Although the Single Subject Teacher applied for General Transfer on Utsashree portal, the HOI of the school rejected their application.

Many teachers thought that if Gazette notification was published, the problem of transfer of Single Subject Teachers would be solved. Many teachers' organizations also gave deputation to the education department to solve this problem.

Although the Gazette notification was published by the Education Department on 10th September, there was no solution to the problem related to the transfer of Single Subject Teachers.

🌠What has been said in the newly published Gazette notification about the transfer of single subject teachers?

🌠If the education department wanted, wouldn't the problem of transfer of single subject teachers be solved?

🌠Will single subject teachers finally choose the path of movement?

If we look at the recently published Gazette notification regarding General Transfer, we will see…..

The C, D, E points of rule 6 (2) of the Gazette notification of 2021 state ….

C) consider the number(s) of subject teacher(s) and roll strength. If resultant vacancy of school in particular subject become zero, or not commensurate with roll strength, the authority of SMC shall not forward the application,

(d) consider the total application(s) from school is not more than 10% (ten) of total teachers' strength of school;

(e) dispensed with the provision of clause (e) and (d) of this sub-rule for applications made on grounds mentioned in rule 4 (a) to (d):

Provided that while considering such applications, if resultant vacancy of school in particular subject become (0) zero, or not commensurate with roll strength, the SMC shall approach the CSSC through DI/S (SE) for filling up the vacancy:

Provided further that the CSSC may take endeavor to fill such resultant vacancy(s), by any incumbent whose application for transfer is fit for the aforesaid resultant vacancy or under provision of the section 10C of the Act with the approval of the State Government:

Provided also that the Commissioner of School Education shall supervise the process and ensure filling up of such vacancies with utmost priority and send progress report fortnightly to the

School Education Department.

From the above points, it can be decided that Single Subject Teacher is not sure to get General Transfer on Utsashree portal by showing any other reasons 4(e).

The reasons are as follows:

• Upper primary teacher recruitment has been closed for many years due to various reasons, so the average number of teachers in junior high schools is 2-3.

• In most schools there is only one teacher for a Subject.

If teachers apply for 4 (a) - 4 (d) ground (priority transfer) as per the following sections of the above (e), if the Department of Education can take the responsibility of fulfilling the subject teacher of the school, then why should it not be applied in case of any other reasons?

All the single subject teachers who are teaching 200 - 700 km away from home, will be nomads till they retire?

Will they not be given any chance of transfer?

So, I am telling the single subject teachers, you will be arrogant (অভিমানী) or you will agitate for rights….  you choose your path.
