Sub: Two Days - Capacity building workshop on use of Bihan, the teachers' guide book and Learning Materials for Pre-Primary Teachers' under Samagra Shiksha, 2023-24


Madam/Sir,

A series of webinar workshop to clarify "How to use BIHAN, the teachers' guide book and Teaching Learning Materials in Pre-Primary class of primary schools" with participation of 22 districts have already been completed. Now you are requested to disseminate the methodology to all primary schools, taking 2 teachers each from all schools including SSKS, arrange circle level workshop in physical mode for two days for capacity building of primary teachers and if required district level sensitization may be done in online mode.


A budgetary allocation of @ Rs. 200/- per teacher per day for two days and two teachers from each school will be sanctioned in favour of concerned DEOS as per Annexure-L. You are further requested to complete the circle level capacity building workshop in between Durga Puja and Kali Puja Holidays. Please share a role out plan from your end to SPO by 17th October, 2023.

About Bihan, the teachers' guide book 

Under the initiative of the School Education (Primary Education) Department of the Government of West Bengal, the primary education program has started from the academic year 2013. Children between the ages of five and six before entering the first grade of the primary education system are designated students of the pre-primary education system. This phase of basic education is being adapted to the overall education of children with a view to make basic education coherent, interesting and meaningful and to make future responsible citizens for the development of the state and the country. In addition to language and mathematics education, children are encouraged to participate in the curriculum such as games, handicrafts, drama, film, dance and music. In addition, knowledge-based education such as health, cleanliness, self-awareness, ethics, values, sympathy, compassion and empathy etc.

 The most important role in pre-primary education is played by the teachers employed in this education. They are the ones who are establishing Hardik with the children. They are the ones who observe the children and identify the areas of interest of the children. Children are learning the tricks of play and are able to find their sources of joy. The 'Bihan' textbook is a teaching aid following the 'Syllabus' of pre-primary education, which is continuously being adapted by the teachers of this education. The seventh edition of “Bihaan'' is coming out. We hope that this edition, like the previous ones, will play a leading role in realising the objectives of pre-primary education.

Incorporation and implementation of basic education rooms for pre-primary education in the state took place with the careful approval, encouragement and direction of Hon'ble Chief Minister of West Bengal. It is on their advice that the pre-primary education system of the state is getting success to a great extent. On behalf of the Board of Primary Education, I would like to express my deep gratitude and respect to them for publishing the seventh edition of 'Bihan'.

 I extend this immense gratitude and thanks to Hon'ble Principal Secretary of School Education Department, Secretary, State Project Officer of West Bengal Whole Education Mission, Commissioner of School Education and other officials for their sincere help and effective approval. I express my respect and gratitude to the honourable chairman and other members of the expert committee of the school education department, whose planning and construction ideas make the publication of the seventh edition of "Bihan" possible.
