Primary school teachers' transfer on Utsashree portal

 Teachers have been applying for General Transfer and Mutual transfer on Utsashree portal since 2nd August. Some of them have been transferred.

The step by step process of how the primary school teachers will join the new school after receiving the transfer order on the Utsashree portal is shown below.


In case of Intra District transfer

Intra district transfer on utsashree portal




1] In case of intra district transfer, DPSC issues direct transfer orders.

DPSC authorities can send a transfer order to the candidate's registered email .


2] After receiving the transfer order, the candidate has to apply to the concerned SI / S through HoI for release. Xerox copy of Transfer order should be attached with the application form.


3] SI / S will issue a release order in a specific format and give it to the candidate. Last pay will be mentioned in this release order.


4] If the candidate keeps Xerox of the Acquittance Register of the Candidate's service period from the school, it will be convenient to calculate the salary structure.


5] If the candidate is an Assistant Teacher, then take a No Liability Certificate from HM / TIC.

If the candidate is an HM / TIC, then take a No Liability Certificate from VEC / WEC.


6] Take an NOC  / No due certificate from the bank.

If there is a loan in the bank, the bank authority does not want to give NOC, in that case the candidate has to inform the bank with self declaration that he will not change the salary account till the loan is repaid.


7] It is the responsibility of the concerned SI / S to transfer the service book of the candidate.

He/She will deliver the candidate's service book to the candidate's current Circle office.


8] Candidate's GPF will be automatically updated.


9] Candidates have to be released in the afternoon session. Candidate has to join the new school at 11 am the next day.After that, he/she has to submit the joining report to the Circle office.



10] Candidates's iOSMS profile will be transferred from the concerned SI / S level.

If the candidate's profile is not transferred by the 15th of the month, then the candidate will be Salary from the old Circle office.



In case of Inter District transfer


In case of intra district transfer, the points written in green are also applicable for inter district transfer.

The points that are different, I mentioned below.


1] In case of inter district transfer, recommendation will come from WBBPE through email of Candidates and concerned DPSC.


2] The concerned DPSC will issue release orders as per recommendation.


3] Candidates will go to the new DPSC with the release order of the concerned DPSC.

New DPSC will give a transfer order to the candidate.New DPSC can provide Candidate Joining report format.


4] Candidate has to join the new school at 11 am the next day.After that, he/she has to submit the joining report to the new Circle office.


5] In case of Inter District transfer, the iOSMS profile,Service book and GPF of the candidate will be transferred by DPSC.

  10C Section regarding teachers' transfer (Supreme court order) Relief of teachers transferred away in teacher transfer case in Supreme Court.  The court said that before the implementation of Section 10-C of the Teacher Recruitment Act in the state, those employed are not covered by transfer.  During the hearing of this transfer case on Monday, the court asked the state why the working teachers were transferred 200 km away (Kolkata to Murshidabad)?  The court observed, 'There are many women in this profession.  So this is how we are thinking about the transfer. The instructions in this list are as follows: "The Undersigned is directed to inform that the School Education Department in principle has no objection to the inter/intra district transfer of the Primary School Teachers as included in the attached list(s). The concerned authorities are hereby requested to take necessary action accordingly.   A memorandum regarding Admission has been published on 25/11/2020 from School Education Department (W.B.) in Banglar Shiksha Portal. The issues mentioned in this memorandum are briefly discussed here.   Educational institutions in West Bengal were closed for two years due to the pandemic. It has finally been opened to students in primary schools from February 2022. But the education department has brought a special bridge material to fill the gap of two years of study for the students. This bridge material has the concept of important topics of the previous two classes. This bridge material is named " Shekhar setu" (শেখার সেতু) . Calculate the arrears of DA of West Bengal government employees and teachers

On 20th May, the Calcutta High Court directed the state government to settle the arrears of DA of West Bengal state government employees within 3 months. Now the difference between the DA of state employees and central government employees is 31%.  The Calcutta High Court has given a historic verdict in the DA case. State government employees have returned the smile on their faces. The High Court's decision in the original case was based on the Fifth Pay Commission. The more the central government raises the DA, the more the state government employees lag behind. As a result, the pay gap between central and state government employees has widened. The central government implemented the seventh pay commission from January 1, 2022. Now central government employees are getting 34% DA of their basic salary.
