Sub: 

Transfer of Allotment of fund for Additional Nutrition to students under PM-POSHAN through PFMS for 2022-23.


Sir.

I am directed to say that the Mid-Day Meal Project Office, West Bengal under School Education Department has transferred an amount of Rs. 371,90,78,400/- (Rupees three hundred and seventy-one crore ninety lakh seventy-eight thousand and four hundred only) for Additional Nutrition to students under PM- POSHAN at school level as Allotment grant for 4 months (January 23 to April 23) to the 24 SNA Accounts in respect of 24 District Nodal Officers including Kolkata, for MDM Scheme for 2022-23 through PFMS. Additional nutrition will include Egg/ Chicken / Seasonal fruits which may please be added with normal PM- POSHAN on a weekly basis for 4 (four) months from January 23 to April 23.


(2) Extra cost for additional nutrition per week per student will be @ Rs. 20/-. The duration will be for 16 weeks. Date-wise weekly distribution schema is given in Annexure II


(3) Now Rs. 20/- X 16 weeks Rs. 320/- is allotted in total for each student which will be transferred at a time to each school from respective SNA accounts through PFMS from Block Level.


(3) Components may be treated as "Cooking-Cost Head''.

(4) The district-wise breakup of above funds is referred in ANNEXURE-I and Expenditure Limit and Child Limit breakup in ANNEXURE-III


(5) The District Nodal Officers of the District including Kolkata are requested to sub-allot the fund hierarchy-wise through PPMS at the earliest. He will also submit UC in due course as per ANNEXURE-IV

  10C Section regarding teachers' transfer (Supreme court order) Relief of teachers transferred away in teacher transfer case in Supreme Court.  The court said that before the implementation of Section 10-C of the Teacher Recruitment Act in the state, those employed are not covered by transfer.  During the hearing of this transfer case on Monday, the court asked the state why the working teachers were transferred 200 km away (Kolkata to Murshidabad)?  The court observed, 'There are many women in this profession.  So this is how we are thinking about the transfer. The Supreme Court said as an interim order during the hearing , that the teachers who have been transferred to neighbouring areas can continue teaching.  Rest of those transferred away can wait for further instructions.  However, those who have joined the job after the introduction of Section 10-C, are not getting any relief for now.  The state has been directed to submit an affidavit within the next 4 weeks regarding

______________New Update_______ Intra and inter District Transfer list The first list of all the primary teachers who have applied for transfer to The Commissioner of School Education in Bikash Bhavan since last December, 2021 has been published. The instructions in this list are as follows: "The Undersigned is directed to inform that the School Education Department in principle has no objection to the inter/intra district transfer of the Primary School Teachers as included in the attached list(s). The concerned authorities are hereby requested to take necessary action accordingly. In case of any discrepancy, the Chairpersons of the District Primary School Council and the District Inspectors of Schools (Primary Education) shall bring it to the notice of the School Education Department.   A memorandum regarding Admission has been published on 25/11/2020 from School Education Department (W.B.) in Banglar Shiksha Portal. The issues mentioned in this memorandum are briefly discussed here. Admission rules in Schools for Elementary Classes According to the RTE Act 2009, all children between the ages of 6 and 14 must be admitted to a suitable class in a neighborhood school. Primary education, including pre-primary education, will be provided free of charge. Sekhar setu ( শেখার সেতু ) for primary school

  Educational institutions in West Bengal were closed for two years due to the pandemic. It has finally been opened to students in primary schools from February 2022. But the education department has brought a special bridge material to fill the gap of two years of study for the students. This bridge material has the concept of important topics of the previous two classes. This bridge material is named " Shekhar setu" (শেখার সেতু) . "Shekhar Setu" (শেখার সেতু) textbooks or bridge materials will be provided from first grade to fifth grade. Calculate the arrears of DA of West Bengal government employees and teachers

On 20th May, the Calcutta High Court directed the state government to settle the arrears of DA of West Bengal state government employees within 3 months. Now the difference between the DA of state employees and central government employees is 31%.  The Calcutta High Court has given a historic verdict in the DA case. State government employees have returned the smile on their faces. The High Court's decision in the original case was based on the Fifth Pay Commission. The more the central government raises the DA, the more the state government employees lag behind. As a result, the pay gap between central and state government employees has widened. The central government implemented the seventh pay commission from January 1, 2022. Now central government employees are getting 34% DA of their basic salary.
