Sub: Organizing "Nirmal Vidyalaya Pakhik 2022"


Sir/Madam,

'Nirmal Vidyalaya Pakhik' is one of the most effective interventions under Nirmal Vidyalaya Abhiyan (NVA). Launched in 2012, the drive has been accorded with high acceptance and ownership by all stakeholders. The purpose of organizing Nirmal Vidyalaya Pakhik is to trigger a positive behavioral change communication process by engaging children as advocates for good practices.


This year too, the School Education Department has decided to observe `Nirmal Vidyalaya Pakhik' in all the Primary, Upper Primary, Secondary and Higher Secondary schools including SSK, MSK, Madrasah from 15 Sept to 29 Sept 2022. The fortnight shall see awareness drives around WASH in schools and communities led by the teachers and children and supported by the Gram Panchayat. The Guideline and Timeline for observing the same are attached in Annx-I and Annx-II respectively for your kind reference. The districts may start developing the plan on the basis of the guideline.


You are requested to make necessary arrangements for district level meetings with all the key stakeholders as per schedule mentioned in the guideline. You are also requested to ensure nomination of Sit & Draw entries for the district and state level evaluations within stipulated time as mentioned in guideline. The themes for the Sit & Draw competition is mentioned in Annx-III

Merit list of SSC SLST 9-10 The School Service Commission (SSC) has published the revised merit list for the appointment of SLST 9-10 teachers on the orders of the Calcutta High Court.  The merit list was released on the Commission's website on Thursday evening.  The High Court had set a deadline of July 15 for the publication of this merit list.  The list has been published following that instruction.  Incidentally, in 2018, the process of recruitment of SLST IX-X teachers started.  About 11,800 vacancies were filled in seven counselling sessions.  However, the merit list published by the commission at that time did not include the name, ethnic identity and rank of the candidate.  Some of the candidates on the waiting list had filed a case in the Calcutta High Court challenging that.  Following the case, Justice Abhijit Gangopadhyay directed the SSC to publish the merit list with names and numbers.   10C Section regarding teachers' transfer (Supreme court order) Relief of teachers transferred away in teacher transfer case in Supreme Court.  The court said that before the implementation of Section 10-C of the Teacher Recruitment Act in the state, those employed are not covered by transfer.  During the hearing of this transfer case on Monday, the court asked the state why the working teachers were transferred 200 km away (Kolkata to Murshidabad)?  The court observed, 'There are many women in this profession.  So this is how we are thinking about the transfer. The Supreme Court said as an interim order during the hearing , that the teachers who have been transferred to neighbouring areas can continue teaching.  Rest of those transferred away can wait for further instructions.  However, those who have joined the job after the introduction of Section 10-C, are not getting any relief for now.  The state has been directed to submit an affidavit within the next 4 weeks regarding

Home District transfer for primary school teacher

______________New Update_______ Intra and inter District Transfer list The first list of all the primary teachers who have applied for transfer to The Commissioner of School Education in Bikash Bhavan since last December, 2021 has been published. The instructions in this list are as follows: "The Undersigned is directed to inform that the School Education Department in principle has no objection to the inter/intra district transfer of the Primary School Teachers as included in the attached list(s). The concerned authorities are hereby requested to take necessary action accordingly. In case of any discrepancy, the Chairpersons of the District Primary School Council and the District Inspectors of Schools (Primary Education) shall bring it to the notice of the School Education Department. Sekhar setu ( শেখার সেতু ) for primary school

  Educational institutions in West Bengal were closed for two years due to the pandemic. It has finally been opened to students in primary schools from February 2022. But the education department has brought a special bridge material to fill the gap of two years of study for the students. This bridge material has the concept of important topics of the previous two classes. This bridge material is named " Shekhar setu" (শেখার সেতু) . "Shekhar Setu" (শেখার সেতু) textbooks or bridge materials will be provided from first grade to fifth grade. Uniform Distribution on Banglar Shiksha Portal

  School Hol Login for Uniform SCMS on Banglar Shiksha Portal In the School Hol login, there would be 'Uniform SCMS' menu at the left menu panel clicking upon which following type of dashboard would appear. Hol in respect of Upper Primary / Secondary / Higher Secondary Schools has the responsibility to issue work orders in favour of concerned SHG and update the status of the same in the online system. Click on the 'Work Order Issued' tab. List of all tagged SHGs would be available therein.  Then click on 'Submit' button in respect of the concerned SHG for which work order has been issued to update the status as 'Yes'. Following type of screen would appear in this regard. After getting delivery of the school uniforms, concerned Hol of Upper Primary / Secondary / Higher Secondary School has the responsibility to acknowledge the same in the online system. If there is/are any improper medium(s), please select that/those medium(s) (one by one) and then select the class, section, subject (any) and click on Search button; student's/students' name will be available in the list against the particular medium.   A memorandum regarding Admission has been published on 25/11/2020 from School Education Department (W.B.) in Banglar Shiksha Portal. The issues mentioned in this memorandum are briefly discussed here. Admission rules in Schools for Elementary Classes According to the RTE Act 2009, all children between the ages of 6 and 14 must be admitted to a suitable class in a neighborhood school. Primary education, including pre-primary education, will be provided free of charge. It has been decided that admission in primary class including pre-primary class will be admitted through draw of lots if the number of candidates admitted in any one class exceeds the number of seats available for admission.
