Subject: 

Publication of e-GPF Account Statement for the year 2021-22.



In order to facilitate easy access to the annual GPF statement as well as to provide better service to the GPF subscribers through the use of Information & Communication Technology (ICT) and also as green initiatives by this office, the printing and despatch of annual GPF statement were discontinued since 2020-21. Instead, e-GPF statement with QR code and facsimile signature were introduced for viewing or downloading by the individual subscriber. Henceforth, no GPF Account Statement would be sent to any HoO/DDO and therefore there is no requirement for sending requisitions for issue of GPF statement to this office.


Now it is to inform that the closing as well as processing of the annual GPF statement for the accounting year 2021-22 has been completed. The annual e-GPF statement for the year 2021-22 will be available for view and download in soft copy (pdf format) from Pr. Accountant General's website (https://agwb.cag.gov.in/subs/login) on and from 15/08/2022.


It is to reiterate that the downloaded e-GPF annual statement from the Pr.A.G. website for the year 2020-21 onwards will be valid for all purposes relating to GPF. The authenticity of the data as available in the printed e-GPF statement can be verified by scanning the QR code affixed on the top right-hand corner of each e-GPF statement. The QR code can be scanned using any smart phone having QR code scanner App. The details of the information that can be obtained on scanning the QR code have been detailed in Annexure A (attached).


An individual subscriber having registered mobile number with the GPF database of AGWB office would be able to view/download and print the e-GPF statement using his/her log-in credentials. The subscribers whose basic information along with mobile number are still not registered with this office may send a letter or email to edpfnd-agae-wb@nic.in with the information (as per Annexure B) duly forwarded by the competent authority to enable activation of the log-in credentials.


A list of subscribers whose mobile number is not yet registered with this office is put up in the AGWB website (https://cag.gov.in/ae/west-bengal/en/subsite-whats-new).

  10C Section regarding teachers' transfer (Supreme court order) Relief of teachers transferred away in teacher transfer case in Supreme Court.  The court said that before the implementation of Section 10-C of the Teacher Recruitment Act in the state, those employed are not covered by transfer.  During the hearing of this transfer case on Monday, the court asked the state why the working teachers were transferred 200 km away (Kolkata to Murshidabad)?  The court observed, 'There are many women in this profession.  So this is how we are thinking about the transfer. The Supreme Court said as an interim order during the hearing , that the teachers who have been transferred to neighbouring areas can continue teaching.  Rest of those transferred away can wait for further instructions.  However, those who have joined the job after the introduction of Section 10-C, are not getting any relief for now.  The state has been directed to submit an affidavit within the next 4 weeks regarding

Home District transfer for primary school teacher

______________New Update_______ Intra and inter District Transfer list The first list of all the primary teachers who have applied for transfer to The Commissioner of School Education in Bikash Bhavan since last December, 2021 has been published. The instructions in this list are as follows: "The Undersigned is directed to inform that the School Education Department in principle has no objection to the inter/intra district transfer of the Primary School Teachers as included in the attached list(s). The concerned authorities are hereby requested to take necessary action accordingly. In case of any discrepancy, the Chairpersons of the District Primary School Council and the District Inspectors of Schools (Primary Education) shall bring it to the notice of the School Education Department.   A memorandum regarding Admission has been published on 25/11/2020 from School Education Department (W.B.) in Banglar Shiksha Portal. The issues mentioned in this memorandum are briefly discussed here. Admission rules in Schools for Elementary Classes According to the RTE Act 2009, all children between the ages of 6 and 14 must be admitted to a suitable class in a neighborhood school. Primary education, including pre-primary education, will be provided free of charge.   Educational institutions in West Bengal were closed for two years due to the pandemic. It has finally been opened to students in primary schools from February 2022. But the education department has brought a special bridge material to fill the gap of two years of study for the students. This bridge material has the concept of important topics of the previous two classes. This bridge material is named " Shekhar setu" (শেখার সেতু) . Calculate the arrears of DA of West Bengal government employees and teachers

On 20th May, the Calcutta High Court directed the state government to settle the arrears of DA of West Bengal state government employees within 3 months. Now the difference between the DA of state employees and central government employees is 31%.  The Calcutta High Court has given a historic verdict in the DA case. State government employees have returned the smile on their faces. The High Court's decision in the original case was based on the Fifth Pay Commission. The more the central government raises the DA, the more the state government employees lag behind. As a result, the pay gap between central and state government employees has widened.
