Utsashree portal for Online Teacher Transfer
The West Bengal state government inaugurated a new scheme 'Utshasree' for teachers. Hon'ble Chief Minister Mamata Banerjee announced the new scheme on Thursday (22/07/2021). She said the decision was taken at a cabinet meeting.
On the same day, the Chief Minister said, the state is launching a portal called Utsashree. Teachers can apply through this portal if they want to transfer to a school near their home.
She did not say when the scheme would be launched.
She said,
"Utsashree scheme is being launched for teachers. For those who want to transfer to their district or near home. But if ten teachers want to transfer to one place, it is not possible. It has to be adjusted. As I said before, teachers don't have to go far to work.. A portal is being launched to transfer at least as close to their home as possible, where teachers can apply for the transfer themselves. The Department of Education will take action accordingly. ……….. "
Many teachers want to be transferred to a school in their district. Teacher transfer was stuck for a long time. Utshasree scheme is being launched in the state to check the application for teacher transfer.
When will the Utshasree Scheme be launched?
On 22nd July, Hon'ble Chief Minister Mamata Banerjee spoke at a press conference about the Utshasree Scheme but did not say when the Utshasree portal would be launched.
However, I hope the Utshasree portal will be launched soon.
According to 18th July Notice( Memo no- 72-SSE/2021)
The Hon'ble Minister in charge School Education Department, Government of West Bengal will launch "Utshashree", an online portal for transfer for the teachers working in Government Sponsored and Aided Primary, Upper Primary, Secondary and Higher Secondary Schools on 31 July, 2021.
The Utshashree portal will be available to the teachers for applications on and from 2 of August, 2021.
Purpose of Utshasree portal
Many teachers work far away from home. Therefore, Online General Transfer is very necessary for them, so Utshasree portal will be launched.
Not all teachers on iOSMS portal can avail Online Mutual transfer, Utshasree portal is very necessary for them.
Home Districtl transfer of Primary School Teachers who could not be transferred, can apply for transfer at Utshasree portal.
As a result of online counseling, teachers who have posted far away from home can apply for transfer on Utshasree portal.
Many Teachers applied for Special Ground Teacher transfer at Bikasabhavan, but have not yet done so, they can also apply for transfer at Utshashree portal.

On what basis will teachers get priority for transfer on Utshashree portal?
Service rendered in present school and post till last date of application
Female incumbent having child below 10 years of age,
Female incumbent having child above the age of 10 years (age till last date of application)
Present serving school of the incumbent is away from the spouse working place Distance from present Posting.

How to login Utshashree portal?
To login to Utshashree portal, you will need a teacher unique id of iOSMS portal And PAN number and valid email id are required.

The Hon'ble Minister in charge School Education Department, Government of West Bengal will launch "Utshashree", an online portal for transfer for the teachers working in Government Sponsored and Aided Primary, Upper Primary, Secondary and Higher Secondary Schools on 31 July, 2021.
The Utshashree portal will be available to the teachers for applications on and from 2 of August, 2021.
The Utshashree portal has been designed to give an opportunity to all willing teachers to apply for transfer to any school of the State of their choice necessitated due to sickness of self or near family members, long distance, physical disability or some other specified grounds.
The live status of the application will be available on the portal as well as communicated to the applicant through SMS and e-mail at each stage.
The transfer applications will be processed online based on certain logic like availability of vacancy, teacher's eligibility criteria, production of proper medical certificate and other supporting documents etc.
