Demand for Online General Transfer

 Hon'ble Mamata Banerjee announced that every working teacher and educator should be given the opportunity of transfer so that they can work in a school near their home.

 But it has not been launched yet.

Also the general transfer has been off for the last 7 years. Note that the last general transfer was in 2014

Although online mutual transfer has started, non-teaching and librarians have not been given the opportunity to apply.

About 30,000 teachers and educators in the state are hoping for a  fair transfer process.

Higher secondary teachers have been deprived of mutual transfer by section.

Again, there is no opportunity for non-teaching and librarians to apply in this portal.

Various teacher organizations have demanded for the introduction of online general transfer, transparent special transfer and online mutual transfer solution. A few days ago, the online General Transfer portal started experimentally for an hour… .. optimistic teachers. The teachers' organization "All Post Graduate Teachers Welfare Association" has appealed to the Minister of Education, Commissioner (School Education) and Principal Secretary regarding all these transfer issues. Several proposals and demands have been made regarding the transfer.

• The online district transfer should be started immediately as announced by the Chief Minister. So that teachers and educators working in different districts get the opportunity to transfer to their respective districts through online general transfer. Special measures have to be taken in this regard.

• For all teachers and educators, online transfer should be started immediately by issuing appropriate and fair notification considering the distance and experience of General Transfer which has been closed for 8 years.

• All APPROVED teachers and educators should be given the opportunity to apply for online general transfer. Context: All APPROVED teachers and educators have received transfers in SPECIAL GROUND and MUTUAL transfers in the last few months. So, even if there is no confirmation or all the teachers have to complete the 2 year PROVISIONAL PERIOD, they have to be given the opportunity to apply. General transfer should be introduced immediately with transparency considering the distance of workplace and seniority of all.

• In order to increase the transfer opportunities of HS section teachers in the online Mutual Transfer Portal, HS Section Honors / PG teachers will have to take mutual options with the Honors / PG teachers of the normal section.

• Although the online mutual portal was launched last year, librarians have not had a chance to apply even after a long eight months. Immediately launch the application option for educators and librarians on the online mutual transfer portal.

• Online Mutual Transfer application procedure, rules and information along with the notification should be published immediately.

• Mutual transfer notification has to be published more than once. Teachers and educators do not have any problem in school and administration if they take mutual transfer more than once.

• Junior high school and higher secondary teachers should be given the opportunity to apply for online general transfer. They cannot be deprived of the opportunity to apply by calling them "SINGLE TEACHER" as they have been working in a long and distant place.

• Teachers stuck in the ‘UNDER PROCESS’ on the online Mutual Transfer Portal are required to provide immediate transfer recommendations.

• The requirement of NOC i.e. No Objection Certificate has to be abolished for online General Transfer application. Also, there is no limit to how many teachers can apply for a general transfer together in one school. Everyone in the school should be given the opportunity to apply. Those who do not get the transfer will have to keep their application 'pending' online So that they get the opportunity in the future.

• If any kind of transfer is taken before, the rule of not applying for general transfer should be introduced within 5 years.

• Teachers recruited from 1st RLST to 6th RLST through SSC did not get the opportunity to select schools through counseling. As a result, even though they rank well, they have been posted far away. Therefore, extra importance should be given to the teachers appointed during this period.
