Introduction of Medhasree Scholarship Scheme for OBC Students studying in Class V to VIII -reg. 

Madam/Sir,

Government of West Bengal has formulated a new scholarship scheme from the financial year 2022-23 for OBC students namely "Medhasree".

A copy of the Notification No.186-BCW/ 65-07/2022 dated 02/02/2023 containing the guidelines of the newly introduced scholarship scheme along with SOP is enclosed for ready reference.

Wide publicity should be given to the scheme to ensure maximum coverage. Inspectors/ Additional Inspectors should mandatorily be tagged to each school within the jurisdiction of the district. These entrusted officers will be named as "Nodal Officer for Medhasree for the respective schools." The portal IP for Medhasree is http://202.66.172.169 Schools with their login credentials of Shikashree can make entries and enroll students.

I would request you to convey suitable instructions to all stake holders to strictly adhere to the guidelines and undertake the initiatives to ensure that all eligible students come under the ambit of the scheme are enrolled and no eligible student is left out.

Government of West Bengal has started a new scholarship scheme namely "Medhashree- Pre-matric Scholarship to Other Backward Classes Students studying in Class V to VIII" in Government/Government Sponsored/ Government Aided Schools in West Bengal from the Financial Year 2022-23 onwards, to be funded entirely from the State Budget.


GUIDELINES FOR "MEDHASHREE"- PRE-MATRIC SCHOLARSHIP TO OTHER BACKWARD CLASSES STUDENTS"


1. INTRODUCTION AND OBJECTIVE:


To address the growing aspiration for education in the other backward classes communities of the state and with a view of providing them more avenues for socio-economic and educational development by extending financial support and encouragement to the students. the State Government has decided to launch "Medhashree" - Pre-matric scholarship to the other backward classes students studying in class V to VIII in Government/Government Sponsored/ Government Aided Schools in West Bengal" to be fully funded from the State budget from the financial year 2022-23 onwards.


2. EXTENT OF SCHOLARSHIP:


The scholarship under this scheme will be provided to students belonging to the other backward classes communities and studying in class V to VII in Government/Government Sponsored/ Government Aided Schools in West Bengal.


3. ELIGIBILITY CRITERIA:


(1) Applicant must be a domicile of West Bengal and belonging to Other Backward Classes as per notifications of Backward Class Welfare Department.


(ii) Must be a regular fulltime student studying in a School/ Institution recognized by an educational Board/ Council of the State/ Central Government.


(iii) Only day scholars students studying in West Bengal can apply for this scholarship.


(iv) The award once made will continue upto Class-Vill subject to other conditions of eligibility.


(v) Students receiving Pre-matric Scholarships/ financial assistance from any other Government schemes shall not be eligible for "Medhasree". Incumbents received any other scholarships / stipends of similar nature in addition to "Medhasree" shall be liable to refund the scholarship amount paid under "Medhasree".


(vi) Students must have a valid bank account with a core banking facility.


(vii) Scholarship for studying in any class will be available for only one year. If a student has to repeat a class, he/she would not get a scholarship for that class for multiple years. However, if he or she is promoted to the next class subsequently he/she will enjoy the benefit provided the applicant is otherwise eligible.


(viii) Annual family income of the student should not exceed Rs 2.50 lakh. A certificate to that effect by the competent authority is to be provided as embodied in the application form.


(ix) Students studying in institutes outside West Bengal will not be eligible for the scholarship.


4. RATES OF SCHOLARSHIPS:


The present rate of scholarship is Rs. 800/- (Rupees eight hundred) only per annum per beneficiary.


5. NODAL ORGANISATION:


The Backward Classes Welfare and Tribal Development Directorate will be the Nodal Organization for implementation of this scheme.


Standard Operating Procedure


Medhasree-Pre-Matric Scholarship to Other Backward Classes Student (V-VIII)


  • Portal of Shikhashree is modified for both Shikhashree and Medhasree


  • The credentials will also remain same as for Shikhashree Portal


  • After successful login the user will be landed on the Dashboard page.


  • The user has to click on the "All Application List" as marked.


  • To apply online the user has to click on the "Fresh Application" button.


  • In Fresh Application form OBC as Applicant Category has to be selected for Medhasree Applicants.


  • Subsequently Applicant Sub-Category has to be selected.


  • On selecting the Applicant Category as OBC, Applicant Type will be automatically selected as "Day Scholar". After completing all the mandatory fields, users have to click on "Submit".


  • Note: Student Code (Banglar Shiksha ID) is non-mandatory only for the current session i.e. 2022-23 

  • Upon successful submission, the submitted data will appear in the "All Application List".
